CIOB Assist is run by CIOB Assist Manager Emma McKay and the Board of Trustees. The Board is made up of CIOB members, but is run entirely independently of the CIOB.

Peter Smith has been working in the industry for over 48 years, progressing from a Trainee Surveyor to a Commercial Manager for a major company.

During these current times more CIOB members have found themselves in difficulty with their financial status, health and mental wellbeing. As well as helping those members through these times, Peter is pleased that CIOB Assist is in partnership with Anxiety UK who are here to help those members suffering from mental stress to get them the expert support that they need and deserve.

Chairman

Robert’s experience in Construction, Building Surveying and Construction Health and Safety spans over 35 years with experience drawn from both Public and Private sectors. His experience, qualifications and practical ability to work within large organisations in Health and Safety, Surveying and Design and Management has steered his career in becoming an effective and accomplished Surveyor, Health and Safety Consultant and CDM Advisor.

Robert is an Equity Partner of the MLM Group, Managing Director and Board Director of MLM Building Control Ltd, MLM Consulting Engineers Ltd and Consulting Ltd, and is the Group Director of Health and Safety for all MLM. Robert is a hands-on Director and enjoys day-to-day construction management and the challenges of major projects.

Caroline Gumble

Caroline Gumble

Chief Executive of the CIOB

Caroline Gumble is CEO of the CIOB. Caroline has extensive business experience, having previously worked within the automotive and manufacturing sectors and served as the CEO of EEF East Anglia and Chief Operating Officer at Make UK.

Creating diverse, high performing business environments is a passion for Caroline, with a focus on skills development and lifelong learning. She has provided leadership in key operating areas, including the management of apprentice and technical training, legal services, health and safety, sustainability and cybersecurity.

She sits on the Board of Trustees for the Institute of Export & International Trade and is a Freeman of the Worshipful Company of Constructors.

Kye Gbangbola FCIOB

Kye Gbangbola FCIOB

Kye is the Founder of the award-winning sustainability consultancy Total Eco Management Ltd (TEM). TEM were the official Corporate Sustainability reporting consultancy for the London 2012 Olympic Games.

Kye has been an executive and non-executive Director for large and small organisations for over 30 years, including the Development Director with a departmental spend of over £200 million PA.

Kye has been Chairman of a National Patient Organisation for 6 years and is the author of two books on Sustainability published by Routledge.

Alan Vowler FCIOB

Vice Chairman

Born in the West Country into a farming family, Alan attended Wolverhampton Polytechnic as an indentured trainee with Wimpey. He then progressed through construction site management into general management as a Construction Director of a privately-owned group.

Alan gained CIOB membership in 1991 and became a Fellow 1998. He is also an Incorporated member of APS. Alan has many interests including digital photography, mountain biking and badminton.

Roger is Managing Director of Training LMS, which is a CIOB accredited training and development consultancy delivering construction management training and various CIOB programmes, as well as being a Chartered Building Consultancy.

Roger has served on various CIOB and construction related committees over the years and is currently Vice Chair of the CIOB Belfast Hub. He is a CIOB Professional Review Assessor and Graduate Professional Development Programme Assessor.

Roger is a judge for the Ireland CMYA Awards and the Construction Employers Federation Excellence Awards. He sits on the Employer Liaison committee of the Construction Engineering and Management Degree at Ulster University.

Dean Burgess FCIOB

Having commenced work in 1976, Dean’s career progressed and developed from that of a Site Manager working at project level through to senior operational Management level, being appointed a Directorship in 2002 and becoming a Regional Managing Director in 2006.

As a Regional Managing Director at Balfour Beatty Build, Dean was involved with the delivery and completion of numerous projects with a total sales value of exceeding £1Bn under his leadership which covered a wide variety specialisms including Defence, Education, Health, Heritage and Culture, Transportation and Housing.

Paul Bayley FCIOB

Paul Bayley is the Buildings and Facilities Manager at Eton College, a post which he has held for the last 32 years. He manages over 420 properties in a radius of two square miles, dealing with all day-to-day repairs. We have 32 directly employed Tradesman and supplement this with Term contractors.

Paul has been a Trustee for 2 years and in his spare time he completes a lot of charity work.

Sally Hill MCIOB

Sally Hill has been working in the construction industry for 17 years, starting her career in construction with the Chartered Institute of Building in 2007. She is passionate about inspiring young people to consider careers in construction.

With the increasing demand for skilled workers in the construction industry, it is essential to encourage and support the next generation of construction professionals. Sally’s role at VolkerFitzpatrick is to recruit, train and mentor apprentices and graduates and help them develop their careers. She also lead VolkerFitzpatrick’s relationship with a construction industry charity.

Trevor Patterson

Trevor retired from his role as Chief Executive of a Northern Ireland based statutory regulator in January 2023.
He is a qualified civil engineer, a Fellow of the CIOB and Chair of the CIOB Professional Conduct Committee and he holds a MSc in business improvement. During his career he has been a site engineer, site agent and director of local construction companies. From 1999 until 2004 he was Regional Director for CIOB in Ireland before promotion to Director, Change Management ,  where he was also seconded as Deputy CEO to TrustMark, established on behalf of the then DTI in London.
